SEOUL, Oct 16 (Reuters) - The United States, South Korea and Japan on Wednesday announced<\/mark>1<\/mark><\/sup> <\/mark>the launch of <\/mark>2<\/mark><\/sup>a new multinational team to monitor the enforcement of sanctions<\/mark>3<\/mark><\/sup>against North Korea after Russia and China thwarted<\/mark> 4<\/mark><\/sup>monitoring activities at the United Nations.<\/p>\n\n\n\n

The mechanism<\/mark>5<\/mark><\/sup>,<\/mark> named the Multilateral Sanctions Monitoring Team, has been introduced after Russia in March rejected the annual renewal of a U.N. panel of experts<\/mark> 6<\/sup><\/mark>that had over the past 15 years overseen the implementation of sanctions aimed at curbing<\/mark> 10<\/mark><\/sup>North Korea's nuclear and missile programs.<\/mark> China abstained<\/mark> 7<\/mark><\/sup>from the vote<\/mark>8<\/mark><\/sup>.<\/mark><\/p>\n\n\n\n

The team is meant to continue the U.N. panel's work, including issuing<\/mark> regular<\/mark>\uff08\u6709\u89c4\u5f8b\u7684\u95ee\u9898<\/strong>\uff09 reports on sanctions<\/mark>(\u5236\u88c1<\/strong>) enforcement, and will involve<\/mark>\uff08\u5305\u542b<\/strong>\uff09 the participation<\/mark> \uff08\u53c2\u4e0e<\/strong>\uff09 of eight other countries including Britain, France and Germany, a South Korean official said.<\/p>\n\n\n\n

Campbell said Russia's veto<\/mark>(\u5426\u51b3<\/strong>) was likely influenced<\/mark>\uff08\u5f71\u54cd<\/strong>\uff09 by the U.N. panel's previous<\/mark>\uff08\u4ee5\u524d\u7684<\/strong>\uff09 reporting on its illegal<\/mark>\uff08\u975e\u6cd5\u7684<\/strong>\uff09 procurement<\/mark> \uff08\u91c7\u8d2d<\/strong>\uff09of military<\/mark>\uff08\u519b\u4e8b<\/strong>\uff09 equipment and munitions <\/mark>\uff08\u5f39\u836f<\/strong>\uff09from North Korea for its war in Ukraine.<\/p>\n\n\n\n

\u574e\u8d1d\u5c14\u8868\u793a\uff0c\u4fc4\u7f57\u65af\u7684\u5426\u51b3\u6743\u5f88\u53ef\u80fd\u53d7\u5230\u8054\u5408\u56fd\u59d4\u5458\u4f1a\u5148\u524d\u5173\u4e8e\u4fc4\u7f57\u65af\u4e3a\u4e4c\u514b\u5170\u6218\u4e89\u975e\u6cd5\u4ece\u671d\u9c9c\u91c7\u8d2d\u519b\u4e8b\u88c5\u5907\u548c\u5f39\u836f\u7684\u62a5\u9053\u7684\u5f71\u54cd\u3002<\/p>\n\n\n\n

Washington and Seoul say North Korea and Russia have made\u00a0illicit military transactions<\/mark>\uff08\u4ea4\u6613<\/strong>\uff09. Moscow and Pyongyang have denied <\/mark>\uff08\u5426\u8ba4<\/strong>\uff09arms transfers but have vowed to boost military ties, clinching a\u00a0mutual defence treaty<\/a>\u00a0at a summit in June.<\/p>\n\n\n\n

\u534e\u76db\u987f\u548c\u9996\u5c14\u79f0\u671d\u9c9c\u548c\u4fc4\u7f57\u65af\u8fdb\u884c\u4e86\u975e\u6cd5\u519b\u4e8b\u4ea4\u6613\u3002\u83ab\u65af\u79d1\u548c\u5e73\u58e4\u5426\u8ba4\u6709\u6b66\u5668\u8f6c\u8ba9\uff0c\u4f46\u8a93\u8a00\u52a0\u5f3a\u519b\u4e8b\u5173\u7cfb\uff0c\u5e76\u5728 6 \u6708\u7684\u5cf0\u4f1a\u4e0a\u7b7e\u7f72\u4e86\u5171\u540c\u9632\u5fa1\u6761\u7ea6\u3002<\/p>\n\n\n\n

The new initiative might lack the international legitimacy<\/mark>\uff08\u5408\u6cd5\u6027<\/strong>\uff09 granted to<\/mark> \uff08\u6388\u4e88<\/strong>\uff09 a U.N.-backed operation, but could monitor North Korea more effectively, free from efforts<\/mark>\uff08\u52aa\u529b<\/strong>\uff09 by Moscow and Beijing to downplay<\/mark> \uff08\u6de1\u5316<\/strong>\uff09 Pyongyang's suspected sanctions evasion at the world body, said Ethan Hee-seok Shin, a legal analyst at the Seoul-based Transitional Justice Working Group.<\/p>\n\n\n\n
